Synterra, Ltd. was asked to prepare a market assessment, a revenue/expense analysis, a development strategy and a master plan for the proposed development of a beachfront recreational facility on Virginia Key.

Virginia Key is a 1005 acre barrier island, located in Miami’s Biscane Bay. The City of Miami acquired 665.4 acres from Dade County for recreational development. Synterra realized that various existing land uses, as well as the environmentally sensitive nature of the site have affected the character and extent of recreational development suitable for Virginia Key.

The master plan involved a park with 1.2 miles of beach areas suitable for swimming, camping and picnic facilities, boat rentals, nature trails, and a waterside cafe.
